I can´t exsactly tell u how to get blue shards  
but i can tell u how to get shards 
u get shards by breaking the rocks witch u can use the hammer or rock smash on witch is scattered all trough the region altho its not gurantied u get any shards from braking the rocks its pritty luck bassed and it is also or rather it semes random witch color shards u get  from smashing the rocks  

thats all i can say
