There should definitely be slaves for this early game. Absolutely nothing I caught could learn it, apart from my starter. There should be more than just starters+1 pokemon that can learn it

Catchable and cut-useable Pokemon before getting the HM:
Starter, Hamstar, Elecritter, Stickit
Hamstar can learn Surf, Cut and Strength, three of four existing HM's which are in the game at the moment. It can't use Fly.
So Hamstar is defitive the HM slave Pokemon in this game...
