Rustbolt city, you need to complete the sidequest where you help a kid find his zuppy around the city, then go to his house (which is near to the game corner I believe) and talk to his father, he'll ask you to show him a rushot and if you do he'd give it to you, though I don't know if it is after the pokemon league
